CYOW noise NOIse NOISE!!!

I attended Ottawa Macdonald Cartier International Airport Noise Management Committee meeting on 21 March 2018. It was one of the best noise management meetings I have attended. Neighbours of the airport were represented by 5 local folks. Also at the meeting was representation from Ottawa Flying Club and Ottawa Aviation Services. Others attendees represented the Airport Authority, Nav Canada, Transport Canada, the city of Ottawa and the Canadian Owners and Pilots Association.

The flight training folks that operate light aircraft generate most noise complaints at Ottawa. More on this issue in a moment. There are relatively few noise complaints about jet or turboprop airliners. In fact, complaints about airliners mostly happens during unusual operations, like when a runway is closed for maintenance. One example was the spike in complaints from the Aylmer area of Quebec when due to runway maintenance more airliners landed on runway 14. That put them lower over Aylmer than normally happens. They were seen and heard.

As noted above, the bulk of noise complaints were due to light aircraft in the circuit for either runway 22 or 04. The community representatives asked questions and gave their observations on the traffic they found most distressing. They were very concerned with noise level and frequency of noise events. The representatives from the Ottawa Flying Club and Ottawa Aviation Services said they would do their best to mitigate the noise. They offered to look a flight paths and altitudes in the circuits. There was some suggestion that some circuit aircraft were flying too low, but the airport and Transport Canada said there was little proof of frequent low flying. Both flight training organizations noted that they chastise low flyers and impose corrective measures on the pilots, even cancelling their flying privileges when necessary. They also noted that they would consider quieter mufflers, if they were available and certified in Canada.

One of the airport’s neighbours asked if the flight training could be stopped or at least less frequent, particularly on weekends. The two flight training operations noted that they would go out of business if they could not service their customers/members on the weekends. One of the complainers suggested that the flight training operations were putting their business needs above those impacted by the noise. Both flight training operations offered to do all they could to mitigate the noise. I thought they were most respectful in not pointing out that their families’ well being depended on doing perfectly legal activity of flight training in a manner consistent with all aviation regulations.

Both flight training operations offered to take the locals for familiarization flights so they could see what pilots see. Hopefully that will happen.

The airport noted that they investigate noise complaints but found it very difficult to resolve them without specific information on the time and location of the events. Transport Canada noted that they were conducting investigations of 3 infractions, but that there really was not a problem of frequent low flying at Ottawa airport. They also noted that circuits at Ottawa are a hundred feet or so higher than is the standard 1000 feet above an airport’s elevation across the country.

It was agreed that meetings with community representatives would occur more regularly.

Finally it was noted that runway 04-22 will experience short term closures in the near future. Pilots are reminded to check NOTAMS.

Nav Canada Consultations Regarding New Approach Proceedures at Ottawa International

Councillor Darouze has asked me to pass on this important information from NAV CANADA concerning Airspace Improvements at Ottawa International Airport. It is very important to residents living in and around the airport and in our Ward further out with regards to flights taking off and landing at the airport. They are seeking your input and would like to have that by 30 June 2016 or earlier. Please visit their website listed below along with their brief message.

Nav Canada is seeking public input regarding proposed changes to flight paths for aircraft arriving to Ottawa Macdonald-Cartier International Airport.

The proposed flight paths are estimated to save up to two minutes flying time for arrivals while greenhouse gas (GHGs) emissions reductions are estimated at 750 metric tonnes each year.

Nav Canada has made information – including maps – on proposed flight path changes available online. Residents are invited to learn about changes and provide feedback using the comment tool available on the website by 30 June 2016.

CYOW's Noisy News

Firstly, CYOW does not have a serious noise problem, at least not with airliners.

The Noisy News is that we, General Aviation types, are part of the problem. What! GA is noisy? Well, we are when we don’t follow the Noise Abatement procedures. It seems visiting pilots fail to check the Canada Flight Supplement when arriving and departing CYOW and fail to follow the Noise Abatement Procedures. The local flying schools are doing the job better than in the past.

Of course, that’s not the whole story. It seems the folks living on the departure from runway 04, (apparently several folks on one street) are the main complainers. I know, I know, they knew the airport was there when they moved there, or should have, but that does not stop them from complaining. And it doesn’t mean we or the airport can ignore them. I don’t know what we as pilots can do to safely mitigate their noise perceptions. We are following legal and appropriate departure paths. The airport is concerned too about what looks like a coordinated campaign.

The bottom line is we must at least follow the noise abatement procedures, it’s the law and we want to be part of the solution, not the problem, eh!

COPA/AOPA Survey on GPS Failure

The Federal Aviation Administration and Nav Canada are transitioning to a satellite based navigation system and have begun decommissioning the bulk of ground based navigational aids. Many pilots have already transitioned to GPS as their primary navigation method. This survey’s goal is to receive pilot feedback on how the GPS system is performing.

The Canadian Owners and Pilots Association and the US-based Aircraft Owners and Pilots Association (AOPA) are launching a survey to gauge the amount of GPS interference and number of outages pilots flying in both countries have experienced.

The survey comes at a time when more satellite-based instrument approaches are being created and ground-based approaches are being taken offline. As Nav Canada and the US FAA prepares to switch to a satellite-based NextGen air traffic control system, the two associations want to ensure that the new system has the capabilities that general aviation pilots need and that it is as resistant as possible to interference and outages.

The anonymous survey, which will be available until 15 November 2015, asks pilots about the location and type of flying they do, if and how pilots use IFR-certified GPS units, and the nature of any GPS interference or outages experienced and how that affected the flight, among other questions. The survey provides an opportunity for pilots to fill in their personal information to receive more information, but the fields are not mandatory to complete the survey.

The two organizations will use the survey data to advocate on behalf of pilots.

Non payment of Nav Canada service charges

Nav Canada invoices and collects charges to cover the costs of air navigation services provided or made available by the Corporation, in accordance with the Civil Air Navigation Services Commercialization Act. Charges are structured in such a way that all customers pay for air navigation services, in a reasonable and equitable manner.

Since implementation of the Nav Canada charges for small aircraft in 1999, the number of owners who are not paying their Nav Canada invoices has increased every year. Given that Nav Canada does not make a profit but sets its charges at a level to allow it to recover its costs, it is important that charges are paid in a timely manner.

In order to ensure fairness and equity amongst its entire customer base, Nav Canada is taking action to recover these outstanding charges. The company has retained a collection agency, CTL-WDW Ltd., to pursue outstanding debts.

All customers with a past due balance will shortly be receiving a Notice of Collections letter from Nav Canada, giving them 30 days to contact the Corporation and pay, or initiate resolution of their past due amount. Inaction, refusal to resolve or pay the past due amounts will result in the account being listed with CTL-WDW for collection action. CTL-WDW will report non-paying/non-acting accounts to a credit bureau that may negatively affect customers' credit ratings.

Nav Canada continues to modernize its operations to improve service delivery and control costs, and as a result, has not raised its rates in over a decade. In order to keep these rates as low as possible, it is important that all customers pay their invoices.

All of Nav Canada's charges, including the annual fees, were developed, approved and implemented in accordance with the requirements of the ANS Act. Payment of the charges by aircraft owners and operators is a legal obligation.

Pembroke Airspace Changes

The new Canada Flight Supplement (CFS) is just out. You will see from the illustration that they have finally gotten around to doing something about the ATF/MF overlap with Petawawa - they have agreed to split the difference. The dividing line is just north of the Petawawa River. So in the circuit at Pembroke (CYTA), there is no longer a need to call on 126.4 Mhz. But if you go west up the river, you still have to call.

This new procedure is NOTAMed, but unless they change the VNC format, you will never see the area limits on that chart.

If you look really closely at the map, you will see that floor of CYR 541 (the restricted area over Deep River) has been raised to 3,000', so the guys at Deep River will no longer be grounded when 541 is active. So far, I have not found a NOTAM that talks about this.

GPS Jamming Simulation exercise in Petawawa 6 March 2014

It has just come to my attention that DND is planning to conduct a low power GPS jamming exercise at Petawawa, ON 6 March 2014.

A NOTAM will be issued that GNSS navigation might be affected on March 6, 2014, between 0900-1600 EDT (1300-2000 UTC).

The terrain will definitely play a role to the extent of the affected, we assume that the intermittent loss of signal may be experienced within the entire cylinder centered at N45°59'4.8” W77°20'40” with a radius of 25 NM up to 39,000 ft. AGL.

Electronic Canada Flight Supplement For Late in 2014

Nav Canada's recent Fall 2013 edition of their TechWatch publication has given an implementation date for finally achieving an electronic version of the Canada Flight Supplement. The company indicates this should happen about a year from now, in late 2014.

Nav Canada says:

The NAV CANADA Online Store went operational in early 2011 enabling customers to either order or download a range of NAV CANADA aeronautical publications online.

With 7,000 active customer accounts, NAV CANADA has seen steady demand for its publications over the web. More recently, with the added option of downloading some of its key publications in PDF format, the company is anticipating significant growth in the number of customers taking advantage of this service.

Customer Benefits:

Shifting to an authorized electronic format allows customers to print only the sections or pages of a publication that they need and access information through authorized portable devices. By providing immediate access to downloadable aeronautical publications, pilots planning their flights can obtain the most up-to-date information in a timely manner. Moreover, the publications are made available a full 10 days prior to their effective date.

Downloaded products are priced 20 per cent less than their paper equivalents. Customers also save on shipping and handling. Also available at the Online Store, at no additional charge, are the Canada Air Pilot General pages and a Change Page that allows customers to quickly identify all the aeronautical changes made from one publication cycle to the next.

Status Update:
  • Available for download are all seven volumes of the Canada Air Pilot (CAP), the Restricted Canada Air Pilot (RCAP) and the Water Aerodrome Supplement (WAS). Customers can purchase these products and then print their required pages. These products are official aeronautical publications and suitable for air navigation purposes.
  • NAV CANADA is currently working towards the availability of an electronic version of the Canada Flight Supplement with a release targeted for late 2014.

Mirabel Restrictions - November 2013 to May 2015

To allow for certification of the new CSeries aircraft, Bombardier Aerospace will carry out test flights within the Mirabel control zone, during which time some restrictions will be imposed in the control zone and the surrounding airspace at Mirabel airport.

Test flights will be carried out sporadically over spans of 1 to 3 days, during a 20-month period from November 2013 to May 2015. Restrictions during flight tests may affect Runways 06/24 and 11/29, the Mirabel control zone (excluding CYR 624), restricted area CYR601, and Class “E” transition areas located between 7 NM to 12 NM east and west of the Mirabel control zone (identified in green on sketch) and from 1,300 ft ASL to 2,000 ft ASL, depending on the type of test flight planned. A portion of uncontrolled airspace (Class G airspace), located west of the control zone and described below, will also be affected by restrictions

Changes to Remote Communications Outlets (RCO) in Southern Ontario

Normally, COPA does not announce changes of this sort because members should be making it a regular habit of checking the Aeronautical Information Circulars (AICs) and Service Project Announcements instead of relying on COPA to do that job for them. However, these changes on 7 March affect a large concentration of our members and they present an opportunity to re-emphasize the need to periodically check these important sources of information so that you are not surprised by changes and unable to communicate in a time of need.

COPA has a link on the bottom of the front page of our web site regarding the RCO project and it has been there for several years. The link explains why the system is changing as well as provides links to Nav Canada’s web site where more information as well as maps of the RCO frequencies can be found. Another way to find out what frequency is available for an FIC in the area where you fly is to check the current CFS. Frequencies are listed under the name of the FIC (Pacific (Kamloops), Edmonton, Winnipeg, London, Quebec, Halifax, Whitehorse, Arctic (North Bay)).

Members should note in their calendars the dates when AICs are introduced and check the AICs on these dates for the latest updates. For changes to the RCO network and other service projects, announcements will be made here. Note, for example, the increase in size of the restricted area around Petawawa, which will impact those who fly up the Ottawa River VFR corridor when the larger area is in place by NOTAM, and the airspace review underway in Alberta.

Don’t get caught with a need to reach an FIC but wondering why you can’t reach them. Stay in the know by checking AICs and Service Announcements.

"Nav Canada is proposing airspace change to the region of Ottawa and Quebec from currently class D airspace specified as transponder airspace to reclassify as class C airspace.   • Class D specified as transponder airspace, requires bilateral communication with appropriate ATC, the pilot’s intended flight and an encoding transponder.

Nav Canada Ottawa/Québec Airspace Change Proposal

COPA – APBQ – AQTA Briefing, November 30, 2012

As per the Oct 30, 2012 notices of aeronautical study for the review of the structure and classification of the Ottawa TCA and Quebec City TCA/CZ, Nav Canada initially met with COPA, APBQ and AQTA on Nov 30 to provide details on the proposed changes and search feedback from their executive and membership.

This document is distributed to support the association’s internal briefing. Feedback is to be provided directly to the following point of contact no later than Jan 7, 2013.

Nav Canada will soon after schedule local consultation meetings at Ottawa and Quebec City for a broader feedback.

QUEBEC AIRSPACE PROPOSED CHANGES (TCA and CZ)

(Refer to the attached depictions)

  • IFR/VFR conflicts are frequent and repeating occurrences in this airspace. The current “D” airspace classification does not support systematic conflict resolution between IFR and VFR aircraft. Consequently Nav Canada is opting for changing the TCA and CZ classification to “C” (ref RAC 801.02).
  • INSET A: Floor raised from 3500’ to 4500’ to reflect the actual use of the airspace and relieve VFR compression
  • INSET B: The frequency range in this quadrant is affected by terrain. Broken communications are often experienced. Raising the floor from 1400’ to 2500’ will mitigate the issue.
  • INSET C: Floor raised from 1400’ to 2500’ to reflect the actual use of the airspace and relieve VFR compression
  • INSET D: Floor raised from 1400’ to 1500’ to relieve VFR compression especially at CNV9 and CST7
  • INSET E: Floor raised from 3500’ to 4000’ to relieve VFR compression and allow for the CYA616 alternative
  • INSET F: Withdrawal and replacement of the Class F CYA616 airspace and surrounding Class D airspace (when CYA616 is not active) by a Class E transponder required airspace from 2000’ to below 4000’.

Through the use of radar, ATC will provide wake turbulence separation between IFR and VFR aircraft operating within the transponder required Class E airspace through mandatory ATC operating procedures. VFR training operation will not be impacted by the change neither required to be in contact with ATC.

IFR traffic operating in the southern portion of the Quebec airspace will benefit from additional altitude options when conditions dictate (ie CB, turbulence, icing, IFR conflicts)

The Class E airspace final dimensions still need to be defined through consultations with customers.

OTTAWA AIRSPACE PROPOSED CHANGES (TCA)

  • IFR/VFR conflicts are frequent and repeating occurrences in this airspace. The current “D” airspace classification does not support systematic conflict resolution between IFR and VFR aircraft. Consequently Nav Canada is opting for changing the TCA classification to “C” (ref RAC 801.02).
  • INSET A: Floor raised from 2500’ to 4000’ over the CYND Class E airspace, north of the powerline for allowing VFR traffic to exit the CYND airspace without entering the Class C airspace (formerly D).
  • INSET B: VFR aircraft transiting to/from practice area (yellow arrows) elect to stay on the ATC frequency while operating below the current 2500’ Class D airspace south of the YOW VOR. VFR aircraft transiting below the current 2500’ Class D airspace south of the YOW VOR (red arrow) are not on the ATC frequency.

This results in conflicts within the same airspace between VFR aircraft on separate frequencies. Locally changing the floor from 2500’ to 1500’ will ensure the CYOW – Practice Area flow is operated entirely under the same airspace rules during the transition to and from the CZ.

Questions and Issues from the April 2012 COPA Flight 8 Nav Canada Briefing

Our April 2012 COPA Flight 8 meeting was a briefing by Rob Bishop, Senior Pilot Specialist at Nav Canada. The briefing was very complete but did raise some questions that couldn't be immediately addressed. Bishop was kind enough to note these questions and find the answers to them. Here is his report.

1. How can I tell on the IFR LO Enroute charts where Class E (controlled) airspace begins and ends?

Within the southern control area the solid green areas on the IFR LO Enroute charts represent Class G uncontrolled airspace from the surface to 18,000’, which becomes Class 'A' controlled airspace at 18,000' ASL and above. The checkered green areas represent Class G uncontrolled airspace from the surface to 12,500', which becomes Class 'B' controlled airspace above 12,500’ ASL.

On the LO Enroute charts Control zones are depicted with their class of airspace (except in areas represented by a terminal area chart).

In the white areas under airways and air routes, in most cases Class 'E' begins at 2,200' AGL with Class G below. However, there are instances where the floor of Class E begins at 700’ AGL. There is no way to tell on the charts where the Class 'E' at 700' AGL is located.

For any of the other areas in white, which represent control area extensions such as terminal airspace, there is no way to determine at what altitude Class 'E' airspace begins - or any other Class of low level airspace for that matter - without referring to a VNC or VTA chart. In other words, the IFR LO enroute charts only provide part of the total airspace picture.

In any case, the ATC controller knows the limits of controlled airspace for whatever sector they are responsible for and will notify the pilot in advance if their flight will be leaving controlled airspace.

In summary, the LO Enroute IFR charts only provide a limited amount of information on airspace class and dimensions. Pilots must refer to the VFR charts to get the complete airspace structure.

2. The NOTAM for the displaced threshold due to trees on RWY 04/22 at the Ottawa, Carp airport has been in place for years. Why?

Nav Canada Aeronautical Information Services (AIS) has no information on file regarding this NOTAM. It is possible it was submitted by the aerodrome operator via the London Flight Information Centre (FIC) and therefore was not tracked by AIS. In any case, AIS is asking the aerodrome operator if the runway data in the publications can be updated so the NOTAM can be removed.

3. The preferred IFR route from Ottawa to the Billy Bishop Toronto City Airport is YOW VERGA ILIXU Arrival. The ILIXU Arrival requires me to be at 14,000' at the DUSUB waypoint, but this altitude is not practicable for unpressurized GA aircraft like my C172. How will ATC accommodate these types of aircraft? Should I file a different route instead?

The preferred routes listed in the CFS are not exhaustive and if they do not work for a particular pilot or aircraft then a route that is more acceptable should be filed. To discuss options for filing a route from Ottawa to the City Airport, a pilot could call the ACC at the number listed in the CFS under Toronto LBPIA - (905) 676-4590/4591/4592 or 888-217-1241.

4. How do I know what the MOCA is (lowest safe altitude I can descend to while maintaining appropriate obstacle clearance) when flying STARs or SIDs?

There is no way for a pilot to know what the safe obstacle clearance altitude is by reference to the SID or STAR chart only.

If the pilot cannot maintain the altitudes specified in the SID/STAR, then they would obviously notify ATC. The controller would then advise the pilot of the safe altitude in that area based on the Minimum Radar Vector Altitude (MVA), which provides 1,000' of obstacle/terrain clearance (2,000' in mountainous areas). Any descent below the MVA would be at the pilots ‘discretion’ and would require reference to a VNC or VTA chart to determine the actual elevation of terrain or obstacles.

5. The CYRs around Parliament Hill and the Prime Minister's residence are depicted with different diameters on the VTA chart compared to the VTPCs in the CFS. It is important pilots know exactly where the borders of this airspace are so it can be avoided. Which are the correct depictions?

When the VTPCs in the CFS reach a certain scale, it sometimes becomes impracticable to depict a small discrete portion of airspace such as the downtown Ottawa CYRs. In the case of the Ottawa/Gatineau and Ottawa International VTPCs the CYRs are depicted as solid black dots while on the Ottawa/Rockcliffe VTPC, due to its larger scale, they are depicted as their actual dimensions.

However, there are discrepancies in the size of the black solid dots between the Gatineau and International VTPCs. In addition, the circles depicting the CYRs on the Rockcliffe VTPC are much smaller than their actual dimensions and as compared to the depictions on the Ottawa VTA. It appears the depictions on the Ottawa VTA are correct.

To remedy the situation, AIS is investigating whether or not the scale criteria for depicting black solid dots instead of the actual CYR dimensions were properly applied with the Gatineau and International VTPCs. This includes determining what the standard size should be for the black dots. In addition, the dimensions of the CYRs on the Rockcliffe VTPC will be adjusted to their actual size and the depictions on the VTA will be verified also.

6. The RNAV routes from London to Maxville are almost a straight line but are full of minor jogs with waypoints. Why do the new RNAV routes have so many waypoints with minor deviations when the basic premise for RNAV routes is to allow more direct or straight line flights?

The RNAV routes require minimum distances from some airspace boundaries and other VHF and RNAV routes and this 'juggling' of spacing requirements in the complex airspace in southern Ontario resulted in many minor jogs and bends. In addition, depicting great circle RNAV routes on a two dimensional map and magnetic variation changes along a route contributed to deviations from a strait line. Although effort was made to keep the routes as straight as possible, meeting other requirements and standards has resulted in the numerous waypoints and crooked paths.

7. The link to the Nav Canada "ONBOARD" publication on the front page of the web site should be in a 'fixed' location and not in the 'rolling or flashing window'. This type of web feature does not represent 'best practices' in web design. It is antiquated and ineffective and makes it very difficult to find the desired publications.

This suggestion has been passed on to our IM personnel responsible for designing the web-site.

8. When I am on an IFR flight and using Flightplan.com I will get an update from them on changes to my clearance prior to receiving the change from ATC via the radio. If Flightplan.com can get this information from Nav Canada ATC, why can't Nav Canada provide it directly to us via the new internet flight planning system CFPS (Collaborative Flight Planning System) in the same manner that VFR flight plans can be updated 'live'. In addition, it would be beneficial if the pilot could know their expecting routing in advance as this would save workload for the pilot and controller, especially for unexpected clearances and given the current RNAV operating environment with strangely worded waypoints and complicated routes

Nav Canada provides the FAA with flight plan data and this is where Flightplan.com get their information.

The same two-way communication now available between CFPS and VFR pilots should be available to IFR pilots and their flight plans this summer.

Having the ability for IFR pilots to query ATC (via the Canadian Automated Air Traffic System - CAATS) for the likely route is a great idea and a definite improvement for Nav Canada and pilots alike. Nav Canada Operational System Requirements will explore this once two-way communication with CAATS is in place. Providing updates to pilots on the flight plans, etc using email, text or other means is on the list of CFPS activities.

The modernization of Canada’s busiest airspace

IFR pilots, get ready for major changes in the Toronto-Ottawa-Montreal-Quebec City corridor. On February 9th, the airway system in the corridor will change and several traditional airways will be removed from navigation charts.

Air navigation systems around the world are transitioning to a performance based navigation (PBN) system which allows for greater efficiencies for pilots and air traffic controllers. The new system is simpler to manage and allows for improved capacity and more efficient flight operations resulting in reduced fuel consumption, greenhouse gas emissions and noise pollution.

Nav Canada, in collaboration with customers and industry associations such as the NACC, COPA, ATAC and CBAA, has designed a brand new low level and high level RNAV (Area Navigation) route system, based on PBN, from Toronto to Quebec City. The introduction of the new route system necessitated revoking some of the conventional airways. To assess the impact of this change, Nav Canada conducted a sampling of flight plans to determine the impact on non-RNAV equipped aircraft in the area where airways are being revoked. A sample of 358,518 IFR flight plans from our 2011 traffic database, found only 536 filed by pilots of Canadian registered non-RNAV equipped aircraft. In other words, some 99.85% of the IFR flight sample was capable of RNAV navigation.

Pilots flying this corridor using non-RNAV equipped aircraft will still be able to use traditional ground based navigation aids. Some VOR airways have been retained in the corridor specifically for non-RNAV equipped aircraft. However, on any flight off airways, mileage, minimum altitude information and track will need to be calculated by pilots during the flight planning stage. Pilots can expect to receive traditional clearances via: VHF and LF airways, VOR to VOR, VOR radials and NDB bearings, or radar vectors.

Air traffic controllers are being trained for this major change and mitigation has been put in place to address issues related to non-RNAV capability. More detailed information on the changes can be found in the Aeronautical Information Circular (AIC) 38/11 and 45/11.

Finally, a new website http://onboard-abord.ca/, provides an advance look at these changes. The website also contains other important information to help familiarize pilots with evolving air traffic management and flight planning procedures that are applicable to the air navigation system.
