CYOW noise NOIse NOISE!!!

I attended Ottawa Macdonald Cartier International Airport Noise Management Committee meeting on 21 March 2018. It was one of the best noise management meetings I have attended. Neighbours of the airport were represented by 5 local folks. Also at the meeting was representation from Ottawa Flying Club and Ottawa Aviation Services. Others attendees represented the Airport Authority, Nav Canada, Transport Canada, the city of Ottawa and the Canadian Owners and Pilots Association.

The flight training folks that operate light aircraft generate most noise complaints at Ottawa. More on this issue in a moment. There are relatively few noise complaints about jet or turboprop airliners. In fact, complaints about airliners mostly happens during unusual operations, like when a runway is closed for maintenance. One example was the spike in complaints from the Aylmer area of Quebec when due to runway maintenance more airliners landed on runway 14. That put them lower over Aylmer than normally happens. They were seen and heard.

As noted above, the bulk of noise complaints were due to light aircraft in the circuit for either runway 22 or 04. The community representatives asked questions and gave their observations on the traffic they found most distressing. They were very concerned with noise level and frequency of noise events. The representatives from the Ottawa Flying Club and Ottawa Aviation Services said they would do their best to mitigate the noise. They offered to look a flight paths and altitudes in the circuits. There was some suggestion that some circuit aircraft were flying too low, but the airport and Transport Canada said there was little proof of frequent low flying. Both flight training organizations noted that they chastise low flyers and impose corrective measures on the pilots, even cancelling their flying privileges when necessary. They also noted that they would consider quieter mufflers, if they were available and certified in Canada.

One of the airport’s neighbours asked if the flight training could be stopped or at least less frequent, particularly on weekends. The two flight training operations noted that they would go out of business if they could not service their customers/members on the weekends. One of the complainers suggested that the flight training operations were putting their business needs above those impacted by the noise. Both flight training operations offered to do all they could to mitigate the noise. I thought they were most respectful in not pointing out that their families’ well being depended on doing perfectly legal activity of flight training in a manner consistent with all aviation regulations.

Both flight training operations offered to take the locals for familiarization flights so they could see what pilots see. Hopefully that will happen.

The airport noted that they investigate noise complaints but found it very difficult to resolve them without specific information on the time and location of the events. Transport Canada noted that they were conducting investigations of 3 infractions, but that there really was not a problem of frequent low flying at Ottawa airport. They also noted that circuits at Ottawa are a hundred feet or so higher than is the standard 1000 feet above an airport’s elevation across the country.

It was agreed that meetings with community representatives would occur more regularly.

Finally it was noted that runway 04-22 will experience short term closures in the near future. Pilots are reminded to check NOTAMS.

CYOW's Noisy News

Firstly, CYOW does not have a serious noise problem, at least not with airliners.

The Noisy News is that we, General Aviation types, are part of the problem. What! GA is noisy? Well, we are when we don’t follow the Noise Abatement procedures. It seems visiting pilots fail to check the Canada Flight Supplement when arriving and departing CYOW and fail to follow the Noise Abatement Procedures. The local flying schools are doing the job better than in the past.

Of course, that’s not the whole story. It seems the folks living on the departure from runway 04, (apparently several folks on one street) are the main complainers. I know, I know, they knew the airport was there when they moved there, or should have, but that does not stop them from complaining. And it doesn’t mean we or the airport can ignore them. I don’t know what we as pilots can do to safely mitigate their noise perceptions. We are following legal and appropriate departure paths. The airport is concerned too about what looks like a coordinated campaign.

The bottom line is we must at least follow the noise abatement procedures, it’s the law and we want to be part of the solution, not the problem, eh!

Ottawa Flying Club Fly Day 2016

The Ottawa Flying Club has announced that they will hold their charity fundraiser Fly Day on Saturday 1 October 2016 and planning is already underway.

This annual event offers light airplane rides to the public in exchange for a donation and uses local pilots who are club members to carry out the flying on a volunteer basis.

To volunteer as a pilot or as ground support staff contact the club.

The 2016 Wings Dinner, the Ottawa Flying Club's annual celebration to mark the achievements of our student pilots in achieving their Private, Commercial, Multi, IFR and other ratings, will be held on Friday, 27 May 2016.

The dinner will be held at RCAF Officers' Mess, 158 Gloucester Street, Ottawa.

As well as the awarding of the Wings for those who have achieved their private license since 05 June 2015 to the time of this year's dinner, various licenses and ratings, and other awards, the evening will include a guest speaker Emma Telford, who graduated from the Aviation Management class in the fall of 2011, worked hard as line staff at the Ottawa Flying Club and now flies as Captain with Jazz Airlines.

Cash Bar opens at 18:00 and Supper will be served at 18:30.

Ottawa Flying Club to Hold 57th Annual Fly Day

It's that time of year again! On Saturday 26 September 2015 the Ottawa Flying Club will once again host its Annual Fly Day event supporting The Rotary Club of Ottawa. Members of the public will be able to register the morning of the event to take a sightseeing tour of our beautiful city for $40 per person.

We have about 15 planes to date but more never hurts....! Fly Day is a great opportunity to give back to the community by volunteering your time as a pilot. We are seeking as many pilots and 4 seat or larger aircraft as possible. A tax receipt will be provided to pilots for their fuel used during the event. The OFC is seeking energetic people to assist with multiple tasks during the day of the event including passenger escort and aircraft marshalling. At a minimum volunteers who will be airside require a student pilot's permit. We can still use non-pilot volunteers for other non-airside tasks! For more detail please contact Julie Marion.

The OFC has been supporting the Rotary Club of Ottawa for more than 30 years through the annual Fly Day event. The Rotary Club is a not-for-profit international organization with a mission of assisting families with physically challenged kids by providing respite care services. Over the past 10 years the OFC has helped raise more than $100,000 through the Fly Day events with 100% of the proceeds being donated to the Rotary Club of Ottawa.

Fly Day is a fun and popular way for the community to learn about the Ottawa Flying Club while doing something great for a local charity. Ottawa Flying Club Seeks Photos

Board Director Ryan Lloyd is working on the Ottawa Flying Club's new website and has put out a call for pictures of OFC aircraft, the club house and from OFC trips that we can use on the website. He has the back end on the new site all set up now but he doesn't have enough high quality club photos.

He is looking for shots of the different club aircraft and shots of the club as well.

Please send your best photos and videos as well. In your email state that it is OK for the OFC to use the photos and how you would want your shots to be recognized or attributed.

The Ottawa Flying Club is very pleased to announce the acquisition of a Private Career College certification from the Ontario Government, allowing the OFC to offer Commercial pilot training and Instructor Ratings to our Members.

And Santa, who obtained his Private Pilot's Licence at the OFC years ago, has let slip that the brand new Redbird Flight Simulator, the cutting edge dual-yoke advanced training platform at the OFC, will be installed in our new Instrument Flight Centre of Excellence building just after Santa returns this December 25th!

Ottawa Flying Club's 55th Annual Fly Day Was the Best Ever!

The fall season for the Ottawa Flying Club is also synonymous with Fly Day! Saturday September 28th to be exact was a very important date for our club. Not only does it demonstrate our flawless operations, it also showcases our club, our volunteers and The Rotary Club of Ottawa which once again was our sponsored charity.

The day broke with some fog in the outlying areas which prevented a few visiting and participating aircraft to fly-in but that did not hamper the start of Fly Day as scheduled with our first flight just after 9am. The sky was blue till the eye could see with a CAVOK forecast for the entire day! A total of 16 aircraft and +40 volunteers helped make Fly Day one of the best on record. As the last flight touched down at 17:15 pilots had taken up 313 people and helped raise over $11,000 for The Rotary Club of Ottawa!

Hundreds of hours were spent organizing this event but in the end it would not have been such a success without all of the volunteer pilots, marshallers and passenger escorts. Special thanks also go out to the MacDonald-Cartier International Airport Authority, Nav Canada, OFC Management, OFC Dispatch, Frank Schilder (Fly Day Load Master), Rob Schwartz and team (Fly Day Air Bosses), Paul Wagner (Lead Marshall), Peter Luff (Lead Passenger Escort), Charlene Mathias who surveyed the patiently waiting public, and also the numerous Algonquin College students who participated.

Ottawa Flying Club Pilot Wins Webster

An Ottawa Flying Club pilot has won the 2013 Webster Memorial Trophy to be named the Top Amateur Pilot in Canada.

Takashi Hirose competed in the Webster finals held in Winnipeg, Manitoba, between 20-24 August and emerged the final winner in the hotly contested event.

Ottawa Flying Club Staffing News

Effective 2 July 2013, I am pleased to announce the following appointments approved by Transport Canada on June 26:

  • Andrew Simpson, Chief Flight Instructor
  • Morgan Ross, Assistant Chief Flight Instructor
  • Charles Shaw, Assistant Chief Flight Instructor
  • John Porter, Manager, Development
  • Blair Spooner, Ground School Supervisor

Andrew Simpson is highly qualified in depth of experience, competence and credentials. In his previous position as Assistant Chief Flight Instructor, he has been a prime mover in developing, managing and improving our flight training operations as well being dedicated to achieving the highest level of quality in our programs. In his new capacity as CFI, Andrew will be in an even stronger position to lead improvements and innovations in OFC flight training.

Morgan Ross is an outstanding and exemplary senior flight instructor and, as Ground School Supervisor, has been instrumental in improving the quality of instruction in that area as well as attracting students to the courses and motivating them to continue and quickly begin flight training in parallel with their ground instruction. Morgan is in the process of finalizing and implementing an improved OFC Multi-IFR program and has been promoted to Assistant Chief Flight Instructor as he continues his work.

Charles Shaw has demonstrated a high level of dedication competence and maturity in becoming one of our senior instructors. Charles will be a key asset to Andrew in managing and improving our flight training and the flight training experience of our students.

John Porter is a pro-active champion and ambassador for the OFC with extensive experience and knowledge of both OFC operations and other key organizations in the aviation community. In his new capacity, John will be in a position to both build our profile in the industry and develop new business from organizations and groups that we presently do not reach. He also has the capability to work with and build relations with the regulatory bodies that affect our business and operations.

Blair Spooner, graduated from Algonquin College, became an instructor at the flying club last November. After assisting at the college through volunteering and peer tutoring of students for the ground-schools and administration roles at the club, he has taken the role of Ground-school Supervisor for the Flying Club. Through his charismatic attitude and drive for student success, he fit perfectly for the role of helping student pilots achieve their goal to become professional pilots.

Congratulations to John, Morgan, Andrew, Charles and Blair. Please give them your support as we progress in building the finest flying club and flight-training unit in Ontario.

Ottawa Flying Club To Hold 85th Annual Wings Dinner

The Ottawa Flying Club will hold its 85th Annual Wings Dinner on 11 May 2013, so mark the date in your calendars now!

The Wings Dinner is the Ottawa Flying Club's annual celebration to mark the achievements of our student pilots in earning their private, commercial, multi, IFR and other ratings.

The dinner will be held at the Restaurant International - the culinary school's restaurant at Algonquin College.

As well as the awarding of wings for those who have completed their private licenses, other licenses and ratings since since May 2012 the evening will include other awards and a guest speaker, whose name will soon be announced!

Cocktails will be available at 1800 hrs and supper will be served at 1900 hrs. There will be a cash bar.

Tickets will go on sale soon and will cost $35 for students and instructors and $45 for members and guests.

Ottawa Flying Club To Offer Foreflight Class

Ottawa Flying Club has announced that they will be offering a one-session class in the use of Foreflight.

Foreflight is a mobile software application for Apple iPads and iPhones that offers pilots a range of flight planning and inflight services. The application has become very popular among pilots in recent years.

OFC's class will be held on Monday 25 February 2013 from 1900-2100 hrs in the OFC Ground School Classroom and will be taught by Alex Petrovic. The class is intended for both advanced and intermediate student pilots and costs $10.00 to attend.

OFC also has an agreement with ForeFlight to offer the ForeFlight Mobile application to OFC students at a reduced subscription cost per year of $49.99, plus HST. To take advantage of this offer contact Andrew Simpson.

Ottawa International Drastically Raises Landing Fees on GA Aircraft

In late 2011 the Ottawa International Airport Authority proposed changing landing fees for light aircraft in an attempt to recover money spent on the north field, the general aviation part of the airport.

A meeting was held between the airport authority and the two flying schools, Ottawa Flying Club and Ottawa Aviation Services, with Kevin Psutka from COPA representing itinerant aircraft. The current fee structure has seen visiting aircraft charged a $30 landing fee, while private and school aircraft are charged a $30 per month and $100 per month flat-rate basing fee respectively. The airport authority claims that the non-capital operations and maintenance costs for the the north field are $59 per landing and that the airline operations at Ottawa are subsidizing GA. Airport authority CEO Paul Benoit explains, "The increase, the first in 10 years is not related to the 2 million plus cost of resurfacing 04/22, that was paid thru our AIF which the North Field does not in any way contribute to. Rent and PILT which the Government assesses one entire campus is not charged to North Field, the increase does not cover full O & M cost of the North Field, the commercial operation subsidizes all of those costs."

The airport authority proposed a flat $20 landing fee for all aircraft landings, (with touch-and-goes exempted) to replace the monthly school and private aircraft basing fees and visiting aircraft landing fee. On 9 November 2011 the airport authority asked the schools and COPA to provide alternate proposals to the airport authority's concept by the end of January 2012.

The airport authority's proposal would lower the cost for visiting aircraft, but dramatically raise it for Ottawa-based private and school aircraft. By COPA's estimates under the airport authority's proposal school costs would rise about 15% per flight. According to COPA this "will significantly affect their business". While the lowering of the visiting aircraft fee from $30 to $20 sounds attractive, in fact visiting aircraft have largely already abandoned CYOW due to the high fees and this reduced fee is still too high to lure their business back. Psutka explains, "for the transient private aircraft owner, the combination of landing fees and NAVCAN departure fee was already keeping most away from the airport so increasing landing fees from their current levels would only further discourage private transient aircraft from using the airport...it is a proven fact that most private aircraft owners will make decisions to avoid an airport when the landing fee is more than $10."

Airport Authority CEO Benoit stated on 23 February 2012, "We have reached out several times to work with the North Field tenants to get input on how to mitigate the costs of the North Field, we have had no response, we are still ready the receive any and all concrete proposals that would mitigate or eliminate this increase." In response to the request for alternatives COPA responded, but neither of the two schools did before the airport authority's final fee announcement deadline of 1 March 2012 and so, given the lack of input by those most affected, the airport authority has announced it will implement the $20 landing fee on 1 May 2012, having given the required 60 day notice.

Psutka's response to the airport authority underlines the key issues:

"Regarding private aircraft that are parked at the north field, most are doing so under arrangements at either OAS or OFC, so I said that I would leave it to OAS and OFC to develop a proposal for fees that would minimize the impact on those users."

"I also stated at the meeting that the key to increasing revenue from the north field, rather than focusing on landing fees, is to encourage aviation businesses to locate and thrive there so that income from rents and other income sources could reduce the need to increase landing fees. This has been COPA's long-standing position."

"Finally, I mentioned that there should be some accounting for the income that the airport realizes from the sale and or lease of property at the north field for non-aviation uses. If this income was taken into account, the costs attributed to the north field could to a large extent be countered by what I can only imagine is a significant source of revenue for the airport, thereby reducing the perceived need to increase landing fees."

"I trust that this summary of COPA's key points will serve as our proposal for dealing with your cost issues and help you conclude that if you want private aircraft to use the facility, increasing landing fees will not accomplish this goal."

With this fee now a "done-deal" for implementation on 1 May 2012, Psutka indicated that he believes that this new fee will result in reduced overall income to the airport authority, not increased income as aircraft and business leave the airport. He stated "The market will now decide whether or not the fee is acceptable."

Ottawa Flying Club to Hold 84th Annual Wings Dinner

The Ottawa Flying Club is very excited to announce that the keynote speaker for 2012 Wings Dinner to be held on Saturday May 5th is well seasoned and experienced pilot, Rob "Scratch" Mitchell.

Rob hails from Victoria, British Columbia and comes by his passion for aviation by way of family heritage. Whether it was hearing the harrowing tales of his grandfather flying Spitfires in WWII or watching his dad fly jets in the 70s and 80s, Rob knew he would be an aviator. Rob joined the Canadian Forces in 1989, graduating top of his pilot class in 1992, before being sent to Cold Lake, Alberta for CF-5 and CF-18 training.

After completing an operational tour at 433 (ETAC) in Bagotville, Quebec, Scratch was posted to instruct on the CF-18 Hornet at 410 Sqn back in Cold Lake. While there, he was selected as the 1999 CF-18 demonstration pilot and flew the Air Force colours proudly for the 75th anniversary of the RCAF. Immediately following his show season, Rob was selected to fly with the Snowbirds as the Number 7 pilot on the outer left wing.

In October 2006 Rob was selected to return to the Snowbirds as the Commanding Officer and Team Leader for the 2007 and 2008 seasons. After being promoted to the rank of Lieutenant Colonel, Scratch attended the Australian Command and Staff College in Canberra, Australia.

Following 20 fulfilling years in the Air Force, Rob recently took up a position with WestJet Airlines and is currently living in Vancouver, British Columbia. Scratch has the privilege to work with the Vintage Wings organization, where he coordinates the flight safety program and flies the Golden Hawk F-86 Sabre. As well, Scratch recently joined the illustrious ranks of the Patriots Jet Team, flying in the number 5 position. Rob has formal training in Human Factors in aviation, a Bachelors Degree in Sociology and a Masters degree in Strategy and Management. In addition to aviation, Scratch is passionate about surfing, sailing and acting. Scratch has had the honour of representing Canada at several world sailing events and is a working actor in Vancouver. Throughout his 22 years as an aviator, Rob has amassed more than 6000 hours, including 2,000 hours of high performance solo and formation jet aerobatics.

The 2012 Wings Dinner, the Ottawa Flying Club's annual celebration to mark the achievements of our student pilots in achieving their Private, Commercial, Multi, IFR and other ratings, will be held on Saturday, May 5th, 2012.

The dinner will be held at Restaurant International- the culinary school restaurant at Algonquin College.

As well as the awarding of the Wings for those who have achieved their private license since May 2011 to the time of this year's dinner, various licenses and ratings, and other awards, the evening will include our guest speaker, Rob "Scratch" Mitchell. Cocktails will be available at 6:00 P.M., and Supper will be served at 7:00 P.M.... there will be a cash bar.

A Message for the Board of Directors - OFC Management Transition

In order to improve operations and the financial position of the Ottawa Flying Club, the position of Chief Executive Officer has been eliminated and we have returned to a management structure lead by a General Manager and Chief Flight Instructor. The objective of this change is to create a secure environment offering the best possible customer experience through improved responsiveness and effectively satisfying the needs of our customers as students, licensed pilots or contractors of flight training.

The new management structure contributes to our objectives by reducing administrative overhead, streamlining communication, and increasing the use of member volunteers. As a result, more resources will be available for investment on facilities and equipment, as well as providing for contingencies.

Mark Champagne, who has extensive previous experience in this position at the OFC, has accepted the position of General Manager. John Porter continues in the position of Chief Flight Instructor assisted by Andrew Simpson, Assistant Chief Flight Instructor. With experienced staff filling these positions, we are confident that this management transition will be accomplished with no disruption in flight training and operations.
